The approach will vary some depending on certain factors, but Fusion can definitely handle this.  At a high level, you'll need to set up the sync mechanism; HTTP module to connect to AEM's API, use a datastore to track what changed last, then a text aggregator or CSV module to format the output. Main consideration points would be how often to run, what your criteria are for "changed" assets, and what fields you need in your CSV.
