My guess is that is an unrelated issue with Workfront, I would strongly suspect the impact severity is not Minor in this case

Was it just the program that was deleted?  All of the related projects still exist?  If so, like @RandyRoberts said, the best bet would be to create a new program and assign the related projects into it.
