What version of Windows Server/OS/Acrobat are you using? Does the Distribution Wizard work for the other options (i.e., email and Acrobat.com)?

Web server folders aren't available for form distribution so if this is a network folder or a Windows server running Microsoft SharePoint Services do you have full read/write access to the location?

Navigation can be tricky especially if your form is dynamic. In Acrobat 8 Pro., the command is located under Advanced > Enable Usage Rights in Reader. This will allow recipients with Reader to save the form data but it does not reader-enable the file so recipients with Reader can attach files -- you'll need the Server product to do this as Paul mentions above...
