When I need to create a webhook that indicates a status is changed to lets say "NEW" I need to add status = NEW and status Changed. Adding the second clause may eliminate duplicate events.

Don't check sequential processing unless you require it sequentially. Also please show me the error message and what your scenario looks like.

If you are using an instant watch event saying, trigger when the issue is approved, you can pull the userID from the event time bundle at the bottom. If not I suggest looking into the API to find something https://developer.adobe.com/workfront/api-explorer/  

Update: I used the API module to subscribe user(s) to an object. If anyone has a better way please enlighten me. Also I forgot to change the obj code from proj but it would be whatever obj you're subscribing to.

You cannot change who the email comes from. The email comes from the account associated with the connection to WF. I would create a bot account connection or have an automated message on the update. This is what you should see, I didn't have it directly because the servers were down for me yesterday. Fill it out like I have listed above. Select Program for the field. Put the Program ID in object ID. The message in update text. Lastly the specific users/team to @ in notify.

I didn't know if this was a global thing or a just our company thing. When I checked the system status it said there was no problem with WF. I have emails on for all Fusion related things and I know that they don't actively monitor the forums I was just wondering if it was happening to anyone else.
