ChrisRo9,  I do believe this feature exists within Workfront currently. Documentation found here. Testing in my own instance shows this to be true as well. 

Hi EricaTa,  I would recommend adding a filter to the intake source to filter for Task:Number of Children is greater than 0, as shown below. That will ensure that only parent tasks show on your board.

You may be able to adjust the rules as outlined here to fit your needs. Outside of that, or templates as previously mentioned, you're correct. Fusion would be another route to accomplish this. 

To add - this sounds like a great use case for the 'copy project' functionality already built into Workfront. As Kellie said, the only way to automate such an action would be via Fusion, but copying the project would be a great way to bring over any relevant data from the prior project.
