You could explore the option of a Custom Form report which references the "categoryParameters" collection, but that could get overly complex if you had forms with large numbers of fields contained within it.  As always, feel free...

Hi John,  It looks like, at this time, this is intended behavior. This is called out in documentation here and here. I'd recommend giving feedback in our idea community so the product managers know what you would like to see added to the product in the future. 

To add, I did look over the API Explorer and do not believe that this is something available at this time. Please consider submitting an idea for this if it is something you'd like to see added in the future.
