Is there a way for a rejected request to be modified by the original requester and resubmit the request if the requester has a "worker" lic.?

List deliverable in progress, Next steps, Challenges, an executive summary of progress since last update etc.

I assume this has to do with how the users in this group are set up, but I haven't been able to determine what that is.
