Resubmit Rejected Request
Is there a way for a rejected request to be modified by the original requester and resubmit the request if the requester has a "worker" lic.?

Reviewers, Workers, Planners all have the ability to edit issue custom forms and statuses as long as they have the appropriate sharing. You can set defaults for issues that are submitted in the Queue Setup as shown below:
