Check the access these users have on a the project/object that do not see the log time ability. If they have view-only access on the project, they cannot log time and therefore wouldn't see that functionality.

Sorry that I can't figure this out. Anything I look up in API explorer regarding doc folders says this info isn't groupable. I tried playing with text mode to add this info as a column instead of a grouping, and you could sort the column, but can't figure that out either.

To try to help, can you first explain what you're using to pull in the link column? Each project has a respective dashboard, and if so, how are you tying them together?

Yup same situation as @Lyndsy-Denk - a queue was open to anyone in the company in order to submit requests to the marketing department and if they hadn't submitted a request before/wasn't already a user, they're automatically created as requestor, which I changed monthly in bulk to reviewer.
