There is a gear icon on the top left when you try to create an audience, when you click on it, you get an option to show full xdm schema.
This way you get access to fields which might not have data at that time.

Is there a specific reason you have the xdm: appended to the fields in the consent map? Rest of it looks alright. Can you try making a hit without the ‘xdm:’ in the payloas next to the fields? You might have to adjust the mapping accordingly.

You are right! Missed the point if the data is being brought in from different datasets and merge policy is set to dataset precedence then it would behave the way you mentioned above.
