I'm afraid I am still not sure what the discrepancy is... what is the retention period of your tracking codes? Once a value is tracked, it will continue to persist the value until it expires or is overwritten...   Also, are these your raw dimensions, or Segments used to pull the Tracking Code value....

The Clean Data is really helpful for the oddities where a deployment breaks something, as opposed to managing bots that make it through the filters...   I wonder if you could create some sort of detection code in your implementation that identifies "odd behaviour" and applies some value ...
