It doesn't work with the default "target-global-mbox" name. I tried switching to target-global-box on both ACS and Target and it didn't work. So, I removed the "Additional Decision Parameters" in the Email Delivery in ACS, re-added it, and it worked.

I created a new Global Mbox called "vptest1" but it doesn't show up when I try to create a new Audience. If I try to enter it manually, it complains. 

Same issue happens with Profile Preview. I have actually reached out to the Partner Sandbox Support Team (spphelp@adobe.com). Support has not been able to help or find the problem. We have been experiencing the issue for several months now. It seems we have hit a brick wall with this issue.
