Is it cloud or AEM 6.5?Also are you sure this is not some custom code based on your business requirement?

I don't think we do user-level tracking in AEM OOTB reports , as in tracking user activity like who deleted the asset , who downloaded the assets . Event recorder configuration will not have any effect on Cloud service download report as this works on a different logic .
