Dynamic reporting is storing the data outside of the Campaign database, so there is nothing you can really check on your side. You should open a support ticket for Adobe and they normally can "replay" the data for the affected time period for the reporting data store

No, in Campaign Standard you can't have a workflow triggered by a file upload.   For solving such case, easiest would be to define a workflow with a scheduler set to the minimum duration of 10 minutes and then check if there is a new file uploaded. If not, just go to an End activity
