Offer Decisioning - Building Offers at Scale

Within the AJO Offer Decisioning Engine, is there a way to create the offers (Offer placements, HTML/offer copy) at scale by importing from a CSV or another approach.  Anyone have experience? I have a scenario where we need to create content blocks "Offers" for 250+ variation and creating these manually would be impractical. The structure of each content block would be roughly the same. 

 

Also is there a cap on the number of offers that can be created?
