If you are a Marketing Cloud user and have succesfully linked your accounts, you should be able to access DTM from your marketing.adobe.com url.
Otherwise, DTM can be accessed directly from dtm.adobe.com. From this link, users should login with the credentials they setup through the email invitation sent from the DTM system upon the creation of their DTM account.
