Target Pop Up to appear according to website Language

We have a website for 3 different geographies, therefore presented in 3 different languages. 
Our URL does not change for each geographic, only the HTML language setting does.

We are now creating a Target popup in 3 different languages and would like it to appear according to the geographic that the user showed.
Our consultant suggested doing it with geolocation, but not many people active this on desktop.
Is there a way to activate the popup according to the HTML language? so if the user is in the EN version, it will see the English popup for instance?

We also saw that it can be done via mbox. Is there any other way tho?

Probably a couple of different ways of doing this:
i) Pass the HTML Language value as an mbox parameter and then you could create 3 separate XT experiences, with an audience based on that value
ii) Create the activity with a single experience but use custom code, with some conditional logic based on the HTML Language value, to change the text of the pop-up
