How can I push entire subforms?

So I am trying to create a form with multiple flowed subforms. But my problem is that when subform A gets bigger it will completely overlap subform B. Is there any way to make subforms be able to be pushed down instead of just getting overlapped. I made a quick example to show what I mean, here is a link Example.pdf - Google Drive .

Hi there,

Make sure its parent is also a flowed subform... if a subform or page doesn't have flowable content, its content will not flow but will have fixed positions.
