Designer 7.1- Error during startup

I get a "FormDesigner.exe - Application Error" that says "The application failed to initialize properly (0xc0000022). Click on OK to terminate the application." when I try to open Designer 7.1. How do I fix this?

Getting the same error on Windows Server 2019 and the latest Workbench 6.5 (03/03/2022).

It works fine on windows 10.

Workbench installed with some issues.
