First, how do we turn off the smart tags on Adobe Experience Manager?
Second, how do we remove the smart tags that it has added to items? Is there a way to do it in bulk or does it have to be done manually one by one?

1. If you have enabled Smart Tagging by adding a Process Step in DAM Update Asset Workflow, you can remove this step and Smart Tagging will be disabled.
Please share more information, how you have enabled Smart Tagging and which AEM set up you are using (On Prem Or AEMaaCS)
2. At the moment there is no capability that allows deleting smart tags in bulk.
Smart tags can be bulk managed only at the folder level:
Select the folder Manage Tags and then you can add or remove tags by navigating the assets in the folder one by one.

I did not set Smart Tagging. Not sure who did but here are some screen shots of what the Workflow > Models looks like.
@Tam123456 These are just OOTB Workflow Models. However, can you please check if there are any launchers written for this. Please check screen shot for DAM Smart Tag Asset, which is disabled by default:
