While loading an ACS instance, I am getting above error and it started working after sometime but this error keep on happening everyday. Could anyone can help why this issue happening and what steps has to be taken?

This is not related to the cookies but rather some issue since the last version.
If you access the direct instance name e.g. https://test.campaign.com it would redirect you to the login page
When trying any sub-path, e.g. https://test.campaign.com/view/home, the page would only shown if you logged in before. Else the error is shown
Some tickets are already logged with support.
If it affects your instance, you may raise a ticket or else wait for a global fix to be deployed.
Since the update some users are by default blocking the adobe cookies, so you may have to unblock those by clicking on the padlock in google chrome. Other than that, you might have to clear cookies, and site usage data. That should resolve the issue.

Same issue here. I was trying to open a Chrome Google browser in private , but dosen´t work @VigneshSaminathan1 . There is any solution for this ? Or should I open a ticket ?
