Create role with access to reporting only

We need to provide limit access to ACS reporting only.

Is it possible with Campaign standard?

If yes, how?

Unfortunately no.

There is no permission which allows access to reporting but prevents creating deliveries, etc.

No, also the Workflow role will allow to do that.

Any ACS access will have basic create/modify/delete permissions on Campaign objects

Finally we created a child organizational unit with workflow access. Users under this child organizational unit have no permissions to update parent's campaigns.
