Named right to allow non admin to create user

In Adobe Campaign Classic, is it possible to allow non-admin user to create new user? 

We had a multi tenant AC implementation.  Thx in advance.

Hi Kien,

Since user creation impacts the security of the application, the administrator right is required.  So non-admins won't be able to create new users.
