Does Adobe Campaign Classics has a developer SDK or API doc for creating new delivery channel like Whatsapp/Viber etc?Where can I find technical resources like tutorial, API doc, SDK etc to develop new delivery channel?

In Adobe Campaign Classic, is it possible to allow non-admin user to create new user? We had a multi tenant AC implementation. Thx in advance.
