Can we achieve this using Adobe Target/AAM?
There are 3 difference experience needs to show to the user. Show every experience only once. And, once user seen all 3 experience and then it should repeat(ie:1st experience) and so on.

I don't think we can apply recency and frequency in target but we can definitely restrict the segment qualification using recency and frequency in adobe audience manager.

I would add that AAM frequency setting will not allow to run the personalisation scenario like "once user seen all 3 experience and then it should repeat(ie:1st experience) and so on".
Target Profile Scripts looks the only option.

Yes ,you are right AAM frequency setting will not allow to run the personalization scenario like "once user seen all 3 experience and then it should repeat(ie: 1st experience) and so on" but it can definitely limit the segment qualification to maximum/minimum number of times for a user which may be fruitful for the use case.
