Segment condition After 1 hits, how will it work?

I have segment which have then condition

but it also says after 1 hits.

Does it mean that it will look for 1st criteria (i.e Login Attempt) and then will wait for 1 hit to pass and then it will check for 2nd criteria (i.e. container condition)?

Or will it check for 1st and then immediately 2nd criteria?
