Workfront Proof - Admin Abilities

I am and admin in WF Proof and I used to be able to go into WF Proof and unlock workflow stages to change or make a decision on behalf of someone in order to "push" the proof through the stages in an emergency case. I am no longer able to do that. I was also able to add someone (which I still can) and delete the other person but I can't do that anymore either. I've entered a ticket before but it never got resolved. Any suggestions?
