What is the best report to use to show hours by week by user including zero logged hours?

Hello,

We are looking to create a report that will show the hours logged by week by user. We created an hours report and got the matrix set up displaying the data perfectly. The only issue is we would also like to show people who have not logged any hours as well. Right now it is just pulling in those who have logged hours. Is there a ways to do this within an hours report, or is there a better type of report to do this?
