User can't view Custom Form

I have a User that is a Project Manager + in WF. Custom Forms have been shared with her, but she is still blocked from access when she tries to view them. How do I grant her access?

Is the user able to view/access the object where the custom form lives? If the custom form is attached to a project are they able to view the project, just not the form?

It's in settings. I guess they have to be an admin to view it settings? I didn't think that was true.

oh in the setup area itself? I think that would depend on their license type and access level.

you might be able to just attach the custom form to a demo project and share that with them though?
