Seeing $0 in planned labor costs on templates and projects

Has anyone seen where a template task has an assignment and planned hours and the planned labor cost is at a $0 even if the assignee has a job role with a cost per hour? It is also not consistent some tasks with the same assignee do have a cost.

there's a setting on every task called "Cost Type". Is it possible that some of your tasks have "no cost" as the cost type?
