Queue Project vs. Landing Project Permissions

I've set up a Queue Request Project with permissions to allow a requester to contribute (edit custom form and upload documents) then once the request is made it will route to a Landing Project that the "requestor" only has view access - with add documents - share & view finance off. With this set up my requestor cannot make the request, the Queue Project is picking up the access rules from the Landing Project. Is this normal? I feel like I've done this before without issue - but perhaps just that they did not have access to the project.

My ultimate goal is that the requestor makes the request and does not have edit access after the request is made. It's fine to see they made the request and the status but that's it.

 

Is this possible? Is there a work around? What might I be missing. TIA  =D
