I have two users with duplicate accounts. Is there a way to merge each user's multiple accounts into one user account? What is the best way to resolve this issue?

I have two users with duplicate accounts, am not sure how this happened. One of the users has used both of their accounts to comment on and approve proofs. Is there a way to merge both of a user's accounts into one user account? What is the best way to resolve this issue?
