Has anyone pulled a report that shows the cost of a project AND tasks by using the "Cost Per Hour" field available for each user?

We are attempting to figure out the cost of our projects and per user. We have tested the "cost per hour" field aligned to each user, and we can get that to pull in as a column in a report. We are unable to get any hours to populate when we try to use the Actual Cost, Planned Cost, Actual Labor Cost, Planned Labor Cost, etc. as columns. Have any of you already created a report that calculates the cost per project?
