I can see how to request a user-group if one doesn't exist that I think should, I can see details of my regional user group, members of it etc.
I just can't see a 'let me in' button or link to request membership. Am I missing something?

Ahhhhh. If there's only one user group in a category, you skip the screen you showed and go into the details (which doesn't have a join button). If I go to any other category of user groups (like North America) I see the list and have join options. It's only the two that have a single user group within them that are a problem.
