I have 2 users with the same access, home group, teams, layout template, etc and one can see the canvas dashboard we set on their layout template and one can't. What am I missing?

I would check their access levels are actually the same. You must have a Plan license (current licenses) or a Standard license (new licenses) to create a Canvas Dashboard. Your Workfront administrator must give you Edit access to dashboards in your Access Level to create or edit a Canvas Dashboard.

They are both Standard but I'm not system admin so I'm not sure what they are set up in in admin console. Checking with my system admin. But...I don't need them to create or edit. They can't view a canvas dashboard that I set in their layout template.

I would still have the system admin check their actual access levels in Workfront and make sure they have the same access level (not just license). Access levels are customized versions of Licenses.
I would also double-check check the dashboard is shared with the user to have view access. I'm not sure where you have it on the layout template, but that doesn't always provide inherited permissions depending on where it's been put.

I spoke too soon. That wasn't it. They're still not able to view it.

Do they get an error? Or Is the page just blank? Have you checked their Workfront Access Levels to make sure they match?
You might have to open an Adobe support ticket so they can look at your system internally to see what is happening.

I can't think of any other setting that would impact it beside their access levels and sharing.

This was fixed by unpinning and repinning the dashboard. Must have been a glitch!
