We want to start using the time off calendars for PTO. We will set up an issue approval process and update the calendars through Fusion. Is there a way to disable a user's ability to edit their time off calendars, we couldn't find anything in the access levels.

We do the same thing through a queue with an approval triggered Fusion automation. I would love to restrict edit access to the user calendar as you're seeking to do. If you find a solution, please post it!
