Can test management be acheived in workfront?

Can test plan ,test cases be created and linked to the tasks or projects  in workfront

Are you talking about Workfront Planning? I'm not sure I understand the question in regards to "test plan ,test cases", so if you could elaborate at all it might help the community answer.

I was just checking if we can create QA test plans

- That includes details like test  scope,test stratergy ,list down testing tools ,dependencies test environment details ..etc

-Can we document QA test cases in workfront that includes steps to test  a particular functionality , create different test suites 

- post having the qa test plan and test cases created, can we have it linked with the projects created in workfront

- if we want to visualize the test status and total bugs created  for  a project,can we have it visualized by creating dashboards

I Guess You can. Its all about how you want to standardize your process.

You can create Tasks/SubTasks and consider them as stories and Issues as Bugs under a Project, you might have to create a custom form for all of your requirements to enter(one time implementation).

You can also set your terminology on the Layout templates. for eg. Issues -> Bugs, Tasks -> Stories etc.
