Can someone be copied on an Approval Route without being an approver?

In our new product development process we have someone who needs to see the requests but does not need to approve. Any thoughts on a work around? Right now we are just adding him to all projects once they go through the approval but at that point he does not have a chance to provide an opinion. While his opinion does not warrent a vote is taken into consideration.
