Hi - Sadly, there is no way to automatically change the status of a task when actual hours are applied against a task. We have a report that is part of a quality dashboard. It shows all tasks with actual hours that are still "New" or "Not Yet Started" status. The PM just mass edits every task that appears and sets the status to In Progress. Inelegant, but its cheap and quick. Hope that helps.
