Business Case Resource Planner: Can I plan for job roles without active users?

Hi there,

Got a little issue here that's causing a BIG headache.

In business cases, I need to be able to budget for roles that don't yet have active user assigned to them, largely because our staffing is very dynamic we often staff up around various projects, however - I can only budget for roles that already have users, is there a way around this? It's basically rendered the feature unusable for us.
