Tasks that have roles (but not users) assigned should show up in the Workload Balancer
Currently, tasks that have only roles or a mixture of roles and users show up in the "Unassigned" area of the workload balancer both on the project and on the master workload balancer, but the UI does not distinguish between role and person.
It's impossible to determine what task needs to be assigned to which user, based on role information, only.
The task should also show the role information so that tasks that have been assigned to a role can also be assigned to the correct user.
