Setting to allow user to close all tasks by closing project

Sometimes a user is behind on managing their project. If the project is ready to close they should not have to close all tasks. Instead, create a system level option to allow users to close all tasks by closing project. If this setting is turned on, when users try to close a project that has open tasks they would be asked: "This Project has open tasks. Would you like to complete all tasks and complete the project?" then they click either "Yes - complete all tasks and complete Project" or "No - do not complete tasks".

This setting would also need to understand and flag for approvals blocking closure: "This project has outstanding approvals that must be completed before the project can be completed". Ideally the tasks and/or issues with approvals outstanding would then be listed with links.
