Resource Planning at the project level (no planned hours)

As an in-house marketing organization, we will never track hours, and we have built a series of "hacks" using reporting, custom forms, and requests queues to allow team leads to assign a resource (such as event manager, digital marketer, etc) based on the data at the project level. It would be great to have a resourcing tool that would look at availability based on volume of projects and custom form fields (dates) and other custom data like country/region, etc.

Yes yes yes -- we just want to be able to indicate which individuals are on which projects and be able to look at that based on project duration. Planned hours and resource management/workload balancer is much to heavy in terms of effort for what we need (and a lot of our resources spend significant time on non-project activity, so it would never provide an accurate picture even if we did put in planned hours.)

The current model also requires you have a fully built out, task-level project plan to try to prioritize resources across projects. We want to be able to do this based on existing projects and projects that are just taking shape. And before you say 'Scenario Planner' or 'Align', that's also more than we need (and we're not able to take on yet more license fees, especially for something that seems so basic.)
