PHQ: Disable Attachments to Comments

Would like the ability to disable the ability of reviewers on a PHQ proof to add attachments.

It is not applicable to our workflow and it's too easy to miss that an attachment was provided (since it's off-process).

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
