Option to remove restriction of Primary/Other Job Roles matching when swapping users

We'd like the option to 'turn off' the restriction of needing job roles to match when swapping a user for another user. There are times we definitely want to replace 'Anthony' with 'Tonya', even if Tonya doesn't have Anthony's job role in her Primary or Other Job Roles.

    This is the IDEAL solution. We understand that you select roles for budgets and plans but we want to make it easy for PMs to get the resources they need as things change in the agency but then have that also reflect the user's true bill rate in actuals (which is why just giving everyone all the roles in Other Roles doesn't work)
