We should be able to assign resource managers to specific roles in the system, not just projects. This would allow them to manage all of the resources in that role regardless of the projects those roles are involved in.
I like the idea that there shouldn't be a resource manager field on projects. But I think it'd be better if it was based on team or some other configurable construct. Especially in agile where resource managers may be responsible for a collection of people with different roles.
