Allow Work License Users to Add Notes when Logging Time

Currently, only Plan licenses can enter notes when using the "Log Time" button on tasks/issues/projects.

Workers don't have access to the "Log Time" button and can only log time through Home or Updates, which doesn't have an option to add Notes.

Add an option to add Notes in the Updates tab. Notes are very important when logging time to know what users are working on and to keep a log of what's been done within a task.
