Allow for individual planned hour distribution on issues

Users should not only be able to distribute hours evenly among all assignees. For tasks we have the option to change the Duration Type, so that assignees can have individual hour allocations.

In many cases when users are assigned to issues, they will not be working similar hours, but rather have individual planned hours. Thus, we need to be able to allocate hours unevenly among all assignees.
