Add a Capacity Line for Users in Workload Balancer

Description - Add in a capability to allow there to be a way to display a running capacity line on the workload balancer for individuals. 

Why is this feature important to you - We need to be able to visually show through a quick graph where the hours are falling over daily, weekly, monthly, quarterly periods of time. Adding in the capacity line would make it easy to see where there are issues with a users workload against there set capacity number.

How would you like the feature to work - Add a setting option that can be turned on or off on the balancer page. Add in a field on the user to be able to add in a capacity number that pulls into the balancer. If there are holidays or PTO, the capacity number and line does not display.

Current Behaviour - Does not exist.

This kind of feature is very helpful since the immediate view shows the marked line / dotten thick line. But the capacity, could be product of FTE and Timesheet schedule.

100% this would make the workload balancer far more intuitive for resource managers and other users. Especially if users have different capacity.
