Ability to Edit Custom Forms While Task / Project is Pending Approval

Description - Currently, when a task (and other objects) are pending approval, no changes can be made other than posting updates and adding documents. There should be a setting that Admins can enable to allow custom form editing while a task is pending approval. Reason being, if rejected, team members need to be able to add in rejection reasons or fill out QA checklists on custom forms BEFORE making a decision. 

 

Current Behaviour - Currently, if a task is pending approval then no changes to the custom form can be made. This requires the user to first make a decision and then go back and capture rejection reasons. However, once they make the decision the email to the Task Assignee has already gone out and that information for them to review isn't there at the same time.
